Procurement Officer

Key responsibilities:

  • Receive Supply Requisitions, solicit quotations from vendors and negotiate best prices
  • Prepare quotation matrix for selection and approval
  • Raise Local Purchase Orders for approval
  • Participate in the tender process
  • Ensure purchases are properly approved in line with MEDS-published authority levels
  • Update Supplier performance concerns for decision making
  • Receive and record invoices for non-trade commodities to facilitate prompt payment
  • Ensure prompt filing of procurement documents for easy retrieval
  • Advise and support MEDS staff on procurement of stock, non-stock items and other
  • MEDS needs and ensure best procurement practices are observed at all times.

Job requirements:

    • Bachelor Degree in Procurement or Supply Chain and Diploma in Pharmacy
    • At least 5 years of experience 3 of which in a busy procurement department in a Pharmaceutical Supply Chain
    • Knowledge of procurement using ERP systems desired
    • Functional skills; Negotiation skills, Customer care skills, analytical skills, people skills and communication skills

Supply Chain and Logistics Manager

About the role
The Supply Chain and Logistics Manager will oversee supply chain and logistics issues related to customs clearance, warehousing, and distribution of commodities. He/she will serve as a liaison and point of contact for USAID on matters related specifically to the warehousing, distribution and logistics technical aspects of contract implementation. The position will be based in Nairobi, Kenya with occasional in country travels as needed. The offer and contract are subject to donor funding and approval.

Job Responsibilities

i. Design and implement transparent and cost-efficient supply chain process and build logistics capacity and expertise.
ii. Advise on project policy and procedures related to inventory management, warehousing, and logistics.
iii. Ensure Dawa za Ubora supply chain systems allow for effective response to efficiently support all project activities.
iv. Engage in inter-partners collaboration and cooperation between the various USAID implementing partners and Ministry of Health programs (NASCOP, DNMP and TB Program).
v. Conduct distribution network optimization studies, monitor inventory, and analyze project requirements to develop strategies to achieve desired results.
vi. To provide risk assessment of operational areas and advise the leadership on ways to address the risks, enabling project implementation.
vii. To gather a solid first-hand, and up-to-date understanding of the overall in-country supply chain and health delivery systems context.
viii. To effectively manage inventory with the implementation of stocking plans, regular inventory audits and stock takes along with automation of inventory reporting.
ix. Manage employee performance by cascading the project objectives to supply chain employees.
x. Develop Annual supply chain workplans and periodic reports.
xi. Manage the assigned team to ensure a healthy work environment.
xii. Any other tasks assigned by supervisor.

Qualifications

i. A Master’s Degree in Supply Chain Management, Health Systems Management or related field;
ii. CILT, CIPS, CHL, Medical Logistics or equivalent certification preferred;
iii. Minimum of 7 years of logistics experience of which 3 years is in a Management role
iv. Experience in the humanitarian sector in developing countries preferred;
v. Experience with transportation management, outsourcing, performance management, and cost optimization;
vi. Leadership experience in supporting transportation teams to thrive;
vii. Demonstrated experience in setting up and managing Health Supply Chain Systems including M&E of supply chain, Supply Chain Strategy, forecasting and supply planning, procurement planning, and contract management;
viii. Prior experience managing consultants and technical experts;
ix. Demonstrated ability to communicate effectively in English, both verbally and in writing.
x. Ability to establish priorities in a time sensitive environment and meet deadlines with strong attention to consistency, detail, and quality.
xi. You are particularly competent in operations planning and problem solving.
xii. You have previous experience managing teams. You are a mentor, patient, and enjoy helping your teams improve their skills.

Finance & Operations Director

The position will report to the Project Director and will be responsible for serving as the primary coordinator for all finance and human resource aspects of the project. S/he will be responsible for providing effective management and oversight of all aspects of project budgeting, financial reporting, and financial and operational management to ensure compliance with the terms of the contract. This position will be based in Nairobi, Kenya, with occasional in-country travel and is subject to the availability of donor funding and confirmation.

Key Responsibilities

  • Provide leadership in planning, managing and controlling financial functions of the project
  • Carry out financial and budget planning, effective accounting, cash flow management, financial strategy and analysis
  • Supervise Project Finance & Accounting staff to ensure smooth day-to-day transactions and efficiency and effectiveness across the project
  • Supervise preparation of contractually required financial reports
  • Ensure maintenance of highest standards of financial management and accountability
  • Protect donor funds through observing high fiduciary standards by coordinating audits; ensuring compliance and risk management
  • Participate in developing and implementing the project’s internal control system, financial and HR policies and best practices
  • Ensure compliance with contractual and legal obligations
  • Supervise the issuing of cheques for processed transactions, the logging of payments, and the distribution and/or mailing of cheques to the appropriate vendor
  • Advise on HR donor related requirements

Requirements

  • Bachelor’s degree in Accounting or Finance or related field
  • Accountancy qualification; CPAK or ACCA. Must be registered with ICPAK
  • Master’s degree in Business Administration or Accounting or Finance or Human Resources or related field relevant to the position requirements
  • A minimum of 7 years of experience in relevant financial management, with progressive
  • experience, on projects of similar complexity, with progressive responsibilities, in developing countries;
  • A minimum of 7 years of experience supervising overall operations on projects of similar complexity (e.g. teams of human resource, logistics, and finance staff
