Team Leader – Financial Inclusion

Overall purpose of the role: 

The holder of this position will manage a team of Economic Recovery Officers and Assistants to effectively implement a Livelihoods and Self-Reliance project in Dadaab Refugee Camp and the surrounding host communities with a specific focus on financial inclusion activities. He/she will be responsible for the overall design, implementation, monitoring and evaluation of DRC’s Economic Recovery Programme in the specific areas and the wider Garissa County. The Team Leader will provide oversight, technical support, and leadership within the DRC Economic Recovery unit around activities related to financial inclusion and should have expertise in financial inclusion approaches.

Duties & Responsibilities:
Technical Expertise in Financial Inclusion

  • Provide technical guidance on financial inclusion activities, including technical design of connecting entrepreneurs to formal financial institutions
  • Lead the development of revolving funds to support financial inclusion
  • Provide technical guidance on the training and establishment of VSLAs, their running and managing growth in their capacity
  • Liaise with formal financial institutions to support access for hard-to-reach customers, building trust and setting up dialogues with target communities
  • Support small businesses to access finance and repay safely, providing mentorship where necessary to support growth and repayment of loans
  • Develop a pipeline of businesses in target areas that can access formal finance and support the connection of these businesses to financial institutions.
  • Provide technical guidance around KYC requirements and ID requirements for access to formal finance.

Program Management, Development, Monitoring and Evaluation

  • In collaboration with Project Manager, provide technical leadership related to project design and development, planning, implementation, and overall project management.
  • Develop technically sound work plans consistent with program goals and objectives in coordination with Economic recovery staff & M&E team.
  • Develop high-quality concept notes, proposals, strategies, and monitoring and evaluation plans and ensure appropriate and timely implementation of these plans.
  • Closely monitor the implementation of Financial Inclusion activities to timely, identify any problems that may affect the achievement of intended outputs and results.
  • Submit timely weekly, monthly, quarterly & annual reports to the Program Manager.
  • Organize and manage workshops, trainings and meetings that are hosted by the sector with relevant stakeholders.
  • With support from field staff and M&E team, ensure robust monitoring & evaluation of all Economic recovery activities.
  • Ensure timely and quality procurement of sector items and services in liaison with the Logistics department
  • Ensure harmonious working of team with other consortium partners.
  • Lead in private sector partner engagement in Financial Inclusion.

Training & Capacity development:

  • Provide ongoing technical support and mentorship for Economic Recovery Officers and Assistants to develop professional and technical competency.
  • Support field teams to participate in and provide leadership within coordination working groups and other sectorial meetings.
  • Provide technical feedback on narrative reports and ensuring that established program targets and objectives are being met.

Coordination & Partnership

  • Ensure that DRC is effectively represented and fully participates in all the relevant Thematic and Inter-Agency Working Groups, particularly in the areas of Agriculture, Livestock, Natural Resource Management, Business/Entrepreneurship and Private Sector.
  • Promote a positive profile of DRC and the Economic Recovery Program and ensuring DRC’s role is well understood within the sector, and among other sectors, partners and the communities.
  • Develop and maintain strong working relationships with consortium partners and all other stakeholders.
  • Higher level guidance to the Market Systems with private sector engagement when scaping for partnerships for the program. Guidance in mapping and engagement strategy.

Budget Management:

  • Manage the Economic Recovery budgets in order to maintain program expenditure within budget parameters, ensuring adherence to DRC financial procedures and donor requirements
  • Support the Economic Recovery team members to utilize financial planning tools, such as spending plans, procurement plans, and work plans based on activities and budgets.
  • Prepare spending plans, procurement plans, and work plans based on activities and budgets.

Staff Management:

  • Timely recruitment of competent Economic Recovery staff in case of vacancies and holding regular staff meetings for planning and feedback sharing;
  • Monitoring and providing objective feedback related to staff performance, including objective setting, probation and performance evaluations to promote growth and professional development.
  • Providing leadership and support to ensure staff well-being.

Experience and technical competencies: 

  • At least five years of experience working in access to finance programs, sustainable and alternative livelihoods, resilience, economic recovery and self-reliance programming in displacement contexts;
  • Must have a substantial previous experience in implementing financial inclusion and MSD programs with good understanding on access to finance.
  • Excellent analytical and writing skills; cultural sensitivity and respect for diversity.
  • Excellent interpersonal skills and demonstrated ability to establish effective and working relations with local partners and other stakeholders
  • Experience and willingness to work in the field and proficient program management skills.

Education

  • At least a Bachelor’s Degree from a recognized University in Agri-business, Business Development, Natural Resource Management, Agricultural Economics, Economic Development, Community/International development). Master’s Degree in relevant field preferred

Language: 

  • Excellent Communication skills in English and Swahili required

Supply Chain Officer

Overall purpose of the role: 
The Supply chain officer is responsible for all the procurement and logistic functions of DRC in the Mandera base office and shall support the program in ensuring that all procurement and logistics procedures are done according to the rules and standards related to the respective donors and in compliance with DRC guidelines

Duties & Responsibilities:
Procurement:

  • Procure all materials and equipment ordered by the projects in a cost-effective and transparent manner in line with DRC and donor-specific policies, in collaboration with the Supply Chain Manager (SCM)
  • Process all purchase requisitions on DRC Microsoft ERP dynamics system from receiving the PR till end of procurement process.
  • A focal point for liaising with suppliers. Create and follow up on realistic delivery schedules and compare actual deliveries in order to evaluate supplier performance and responsiveness.
  • Maintain and update suppliers list using the Supplier Profile and Registration Form.
  • Participate and facilitate the supplier pre-qualification process.
  • Regular PO/PR Clean-up process on Dynamics.

Inventory Management:

  • Ensure monthly inventory activities are reported to admin coordinator.
  • Ensure that DRC warehouse is managed according to DRC warehouse standards and records are kept for audit.
  • Make periodic random checks during loading/offloading operations to ensure that commodities carried by the trucks conform to the quality record on the truck waybill and ensure the GRN and stock card are raised, and report submitted to programs heads.
  • Ensure that the filing system of records of all stock movements are documented for  rigorous archiving  when required for audit
  • Maintain control and accountability of all stock, monitoring storage, request and issuance in accordance with DRC’s Warehouse Management Guidelines.
  • Ensure appropriate documentation on the logistics operations (waybills, writing off of redundant stocks are reported for disposal etc)

Fleet Management:

  • Vehicle fleet management, including ensuring safety and standard of vehicles, management of vehicle running logs, booking and assignment of transport
  • Monitor the Mandera program fleet to ensure optimal use, which includes service and maintenance etc. Ensure that logbooks are always filled in and maintain an updated overview of expenses for each vehicle
  • Ensure regular review for the Mandera program vehicles on fuel consumption, spare parts usage, insurance requirements and safety standards
  • Ensuring vehicle fleet management complies with DRC standards through appropriate allocation and safe use of vehicles and servicing and maintenance schedules are adhered to throughout the programme
  • Ensure safe operation of the fleet through driver selection and training, quality maintenance to include routine checks and regular service and establishing / enforcing local fleet operating procedures.
  • Ensure appropriate use of the vehicle by all staff (e.g. use of seatbelts, adherence to speed limits, vehicle booking process and
  • Ensure appropriate provision of servicing facilities and management of spare parts.

Asset Management:

  • Ensure purchased assets are registered in the DRC Microsoft ERP-dynamics system.
  • Responsible for monitoring, registering new purchased DRC/donor asset and ensure all are tagged and recorded, reported to management in accordance of DRC’s guidelines.
  • Updating, Issuing assets to/from DRC staff in ERP dynamics system as per DRC guidelines and operations handbook.

Experience and technical competencies: 

  • Minimum 5 years of work experience in supply chain management – logistics, procurement, warehousing, inventory management, asset management. At least 3 years of the work experience should have been in NGO/INGO environment ,
  • Be Member of professional body either KISM or CIPS in good standing;
  • Understanding of the local market, local legislation related to contracts.
  • Understanding of the Supply Chain (procurement, assets, and warehouse) rules and regulations of major international donors.
  • Very good skills MS Word, Excel, Outlook, PowerPoint
  • Training in Enterprise Resource planning (ERP) systems
  • Very good interpersonal and team skills.

Education

Team Leader – Humanitarian Disarmament and Peacebuilding

Overall purpose of the role:
The HDP Team Leader is responsible for the day-to-day implementation of all aspects of the HDP Sector projects in Garissa County. This includes, but is not limited to ensuring; the planning and implementation of project activities, development and management of project budgets; timely and high-quality narrative reporting; contribution to financial reporting; contribution to the development of funding proposals to sustain and grow the project and HDP work in Garissa county. Adherence to DRC security procedures and regulations, representation of DRC HDP sector in North eastern region, adherence to/ fulfilment of DRC standard regulations and operational procedures (including the Code of Conduct, the DRC-HDP Programme Manual and administrative regulations), approved programme documents, donor contracts and the Kenyan law.

Duties & Responsibilities:
Strategic planning:

  • Contribute to the implementation and review of HDP strategy for the DRC Kenya program, with a focus on initiatives in the Somali Cluster.
  • Project management:
  • Prepare and review annual, monthly, and weekly work plans for the HDP projects in Dadaab in accordance with the annual planning cycle;
  • Ensure the proper and timely implementation of project activities according to work plans and agreed policies and donor requirements;
  • Contribute to the development of the M&E plan and ensure its full and timely implementation;
  • Provide regular internal reports and other relevant information on conflict management policy matters, project activities, and external relations to the immediate supervisor, based on agreed formats and schedules.
  • The HDP team leader will also be the focal point in the implementation and delivery of Resilience Peace and Stability Program (RPSP) in Garissa County.

Organizational and people management:

  • To develop an effective working relationship with the Kenya program team based on a clear understanding of respective roles, as well as a collaborative approach;
  • Line management of project staff:
  • Ensuring delivery by project staff of timely and high-quality outputs;
  • Developing performance plans and holding performance appraisals for all project staff under direct management

Finance and fundraising:

  • Ensure the development of project budgets and spending projections;
  • Monitor expenditure against budgets;
  • Together with immediate supervisor and other HDP staff identify opportunities for new projects and funding;
  • Contribute to the development of funding proposals;

External representation and advocacy: 

  • Ensure good and constructive relations with local government at County and sub-county levels;
  • Strengthen HDP contacts and coordination with other NGO/CBOs operating in Garissa County on security, conflict management, social cohesion, Violent extremism issues and advocacy;
  • Represent DRC- HDP sector in external meetings in Garissa County and as delegated by the HDP manager;
  • Ensure good relations with DRC’s partner organizations;
  • Represent the DRC HDP sector towards donors at the local level;
  • Any other tasks requested by the immediate Supervisor and or Country Director.

Monitoring and Evaluation

  • Prepare Monitoring and evaluation reports when required and submit them to the MEAL Focal point person.
  • Ensure all project activities data are captured using the correct monitoring tools provided by the organization
