The goal of this initiative was to provide financial support for Uasin Gishu County students to study overseas, but when the money raised from parents did not provide the students with the possibilities they were promised, accusations of fraud and poor management surfaced.

Senator Mandago charged over fake program

Senator Mandago has been charged with conspiracy to steal and abuse of authority, along with a number of other co-accused.
Among the charges is embezzlement of funds from the Uasin Gishu Education Trust Fund, which was in charge of the program’s funding.
Many parents and students paid large quantities of money in the hopes of receiving scholarships, however the initiative failed, and the impacted families protested.
After Mandago did not show up for court to face these accusations in 2023, an arrest warrant was issued for him.

Finland scholarship scandal

Some students waited in vain to fly overseas after being duped into paying millions of shillings for the fake program, according to witnesses who testified in court in September 2024.

Mandago still denies any misconduct, although the matter hasn’t been completely

Directorate of Criminal Investigations (DCI) has  recommended the withdrawal of the Sh1.1 billion Finland and Canada Education Programme scandal case against Uasin Gishu Senator Jackson Mandago and two county officials on claims of inadequate evidence.

As ongoing investigations show that important details, like the number of students admitted to Finnish and Canadian universities and the precise fees paid, remain unclear, the DCI recommends withdrawing the Ksh 1.1 billion case against Uasin Gishu Senator Jackson Mandago along with his co-defendants Meshack Rono and Joshua Lelei. This will allow the EACC to take on the case.

The judgment follows a reevaluation of the accusations after a DCI investigation revealed that crucial evidence, such as information about visa procedures and the participation of middlemen connecting the county government to overseas organizations, was still lacking.

Other suspects will be included in the EACC, including gender, yout, and other county officials from the education department.
