Duties and Responsibilities

An officer at this level may be based at the Headquarters as the Head of Technical Division and will assist the Chief Officer in charge of Environment, Energy, Natural Resources and Climate Change in the day to day administration and management of the department. Reporting to the Chief Officer, Director Environment, Energy and Natural Resources will be responsible for the following:

  • In charge of overall management and conservation of Environment including Waste Management (promoting 3Rs), Environmental
  • Compliance and Enforcement, Natural Resources Management and Conservation, Energy Services, Rehabilitation & Restoration of Degraded and Riparian Ecosystems;
  • Spearhead preparation of departmental strategic plans, work plans performance contacts, budgets, procurement plans and periodic progress reports in consultation with other departments a unty Chief Officer in Charge of Environment, Energy, Natural Resources and Climate Change;

  • Spearhead preparation of County State of Environment Reports and County Environmental Action Plan and its implementation in line with the provisions of EMCA CAP 38;
  • Spearhead Resource mobilization including development of bankable in various thematic areas including waste management, and reporting on sultation with other environmentally Environmental Conservation and Energy Services ;
  • Spearhead inventory and mapping of natural resources, environmentally significant sites (such as wetlands and disposal sites), degraded sites within the county and pollution sources (water, air & sound) within the county;
  • Spearhead Policy formulation, interpretation and implementation negotiation, legislation and domestication of the relevant Multilateral Environment Agreements (MEAs) to the county and other relevant agreements in the field of environment;

Requirements for Appointment

For appointment to this grade, an officer must have:-

  • Be a Kenyan citizen;
  • Served in the position of a Principal Environmental officer or in a comparable position (public or private sector) for a minimum period of three (3) years;
  • Bachelor’s degree in any of the following disciplines; Environmental Sciences, Environmental Planning and Management, Environmental Engineering, Natural Resource Sciences/Management, Climate Change, Waste Management, Forestry, Geology, Hydrology, Geo-Information gceience, | Chemistry, relevant/Equivalent qualification from a recognized Institution
  • Knowledge and general understanding Biology; or any other recognized institution; disciplines; Environmental management, Environmental field from a recognized Institution
  • Master’s degree in any of the following Sciences, Environmental Planning and M Engineering, or any other relevant Institution;
  • Post Graduate qualification in Environmental management field EIA/ Audits or its equivalent

Duties and Responsibilities

  • Reporting to the director in charge of water and sanitation, the responsibility of Senior Superintendent Water will be to:
  • Implement water and sanitation plans, regulations, and guidelines;
  • Carry out research activities including feasibility studies in water and sanitation;
  • Plan and design water supply and sewerage projects and infrastructure;

  • Provide analytical support and technical assistance to all climate change programmes, projects, and activities in the county;

  • Mainstream climate change mitigation and adaptation programmes into the County Integrated Development Planning (CIDP) processes;

Reporting to the Director in charge of Environment, Energy and Natural Resources, the Forester shall: –

  • Provide technical support in the development of short and long-term plans for sustainable management of forest lands and resources in the County;
  • Supervise all activities of forest staff under him/her
  • Establish and prepare sites for planting new trees;
  • Supervise the implementation of all forest plans and projects, such as determining the type, number and placement of trees to be planted, managing tree nurseries, thinning forest and monitoring growth of new seedlings,
  • Offer technical support in the development of rules and regulations and criteria for management of forest lands, forests and the exploitation of forest products in the County including forest harvesting, leasing of forest lands, planting and nurturing of trees and forest research;
  • Undertake routine forest surveys to establish tree conditions, growth rates, tree species prevalence, yield, duration, seed production, growth viability, and germination of different species and prepare reports and maintain records;
  • Establish tree nurseries in the forest areas;
  • Undertake routine inspections of forests;

  • Conduct public educational and awareness programs on forest care, sustainable utilization, protection and conservation;
  • Provide extension services on forestry to private forest and woodlot owners, firefighters, government agencies and private sector, Provide secretariat support in the preparation of County State of Environment Reports and County Environmental Action Plan and ensure their implementation in line with the provisions of EMCA CAP 387;
  • Perform any other relevant legislations
  • Take part in the Formulation, adoption and implementation of relevant policies and legislations for the management of the environment;
  • Domestication and implementation of relevant Multilateral
  • Environmental Agreements (MEAs) and national guidelines and directives in the field of environment;
  • Providing technical support in the development and implementation of departmental strategic plans, policies, work plans, performance contacting, budgets, procurement plans and progress reports;
  • Provide technical support in resource mobilization strategies including development of bankable proposals based on research, developed plans and prevailing partner conditions;

Requirements for Appointment

  • For appointment to this position, the suitable candidate must meet the following requirements:-
  • Be a Kenyan citizen; _ .
  • Should have served in the position of Forester (II) or in a similar position for a minimum period of three (3) years;
  • Should have a Bachelor’s degree in Forestry or Forest Management with knowledge/experience in forest biology, dendrology, resource management, and forest inventory. Conservation economics, ecology, fire prevention, and wilderness management,

Duties and Responsibilities

Reporting to the Director in charge of Environment, Energy and Natural Resources, The Energy Officer I shall:-

  • Provide technical support in the development, Implementation and County departments and activities in coordination with other county department and development partners
  • Identify and promote approprial elt alternative energies for cooking, lighting and warming through assessment and analysis of available energies in collaboration with all actors, including private sector, development agencies and governmental institutions;
  • Provide technical support with designs of specific energy projects and pilot energy for cooking, lighting and powering, including renewable energy, with a view towards enhancing self-reliance, education and protection;
  • Promote by championing the multi-sectoral Environment, Climate Change and Water;
  • In collaboration with both the county and national governments’ line ministries and appropriate NGOs, develop/adopt and implement a robust
  • renewable energy strategy and technologies that promotes sustainability and efficiency in the use of natural resources for consumption and links of Energy with production;
  • Develop and sustain a network of appropriate stakeholders in order to ensure access to sustainable energy for the residents of Vihiga County
  • Adopt and foster an integrated approach to ensure energy based interventions are addressed from a cross-sectoral perspective
  • Adopt best practices and technologies and ensure the provisions of the Occupational Health and Safety Act, 2007 are met in all energy activities in the County;
  • Maintain proper records and write periodic status reports on all project developments including monitoring, testing, trouble shooting, lessons learned and solutions applied to ensure institutional knowledge development,
  • Ensure that you are continually updated on all government directives, new initiatives, changes in policies and legislation regarding national electrical and renewable energy developments in order to give an informed advice/decision to the County Government appropriately and also to ensure that legal and advantageous energy incentives are explored;
  • Represent the department/county adequately in relevant energy forums;
  • Collect and collate information related to Energy, data analysis, report writing, developing plans, conducting energy audits and site inspections;
  • Create awareness on energy conservation through seminars, workshops, public barazas, print and electronic media, publicity materials and conservation activities;
  • Provide technical support to the county’s needs so as to meet the increasing demands of operations to sustainable energy as well as reducing costs and carbon footprint; .
  • Mainstream energy as a cross-cutting issue across all county Departments, National Government Agencies, private sector and civil societies;
  • Integrate climate change and gender in renewable energy and efficiency and conservation policies;
  • Conduct feasibility studies on renewable energy, energy efficiency and conservation projects;
  • Mobilize resources for renewable energy, energy efficiency and energy conservation projects.
  • Any other duty as may be assigned by the Supervisor.

Requirements for Appointment

  • Should have a minimum of a Bachelor’s degree in any one of the following disciplines; Energy, Renewable Energy Technologies, Energy Engineering, Environmental Sciences or other relevant field. A bias in Energy Related field will be an added advantage.
  • Should have a practical knowledge of teamwork and leadership, with an understanding of national and international policies, legislations and strategies on energy. Others include renewable energy financial management (community involvement and capacity issues), renewable energy business development (business planning, entrepreneurship development);
  • Should have experience in energy audits and comparative energy systems;
  • Should have proven knowledge of sustainable energy and technical skills in set-up, design and monitoring of energy programmes from a multi-sectoral and protection perspective;
  • Have a demonstrated knowledge in computer applications;
  • Have a demonstrated managerial, administrative, professional and technical competence;
  • Have excellent interpersonal skills, flexible to work for long hours under pressure so as to meet deadlines and ability to work with minimum or no supervision;
