Terms of Service 

• Three (3) years contract (renewable once); and Remuneration and Benefits- (Sitting allowance, Daily Subsistence Allowance, Personal Accident and Medical cover) will be based on guidelines provided by the Government.

Requirements for appointment 

For appointments to this position, a candidate must:

• Be a Kenyan Citizen;
• Possess a qualification in any of the following fields: Finance, Accounting, Engineering, Economics, Community Development, Public Affairs, Project Management, Education, Security, or Law; and
• meet the requirements of Chapter Six of the Constitution.
• Shortlisted candidates will be required to present originals of the following documents during the interviews:
  • National Identity Card;
  • Academic and Professional Certificates and transcripts;
  • Commission for University Education (CUE) Recognition/Equation Certificate for Degrees, Diplomas or Certificates awarded by foreign universities and institutions;
  • Police Clearance Certificate;
  • Dully executed Ethics and Anti-Corruption Commission (EACC) Self-Declaration Form;
  • Higher Education Loans Board (HELB) clearance;
  • Kenya Revenue Authority (KRA) Tax Compliance Certificate; and
  • Clearance from a reputable Credit Referencing Bureau (CRB) and
  • Any other supporting documents and testimonials.
• Public Servants are NOT eligible to apply.

The functions of the Board include to:

• Allocate funds for every constituency in each financial year in accordance with section 34 of the NG-CDF Act with the approval of the relevant Committee of the National Assembly;
• Consider project proposals submitted from various constituencies in accordance with the Act and approve for funding project proposals that are consistent with the Act;
• Ensure timely and efficient disbursement of funds to every constituency;
• Ensure efficient management of the Fund;
• Co-ordinate the implementation of projects at the inter-constituency level;make regulations to better implement the provisions of the NG-CDF Act.
• Receive and address complaints that may arise from the implementation of the Act;
• Encourage best practices in the implementation of projects;
• Administer the funds and assets of the Board in such manner and for such purpose as shall promote the best interest of the Board;
• Appoint such officers and other staff as are necessary for the proper management of the Fund and discharge of the Board’s functions under the Act;
• Perform duties as a member of Committee(s) of the Board;
• Make official or impromptu visits to projects at such times, as the Board may deem appropriate; and
• Perform such other duties as the Board may deem necessary from time to time for the proper management of the Fund.

For appointment to this grade, a candidate must have a Bachelor’s Degree in any of the following disciplines: Economics, Economics and Statistics, Economics and Mathematics, Economics and Finance, Actuarial Science or any other equivalent qualification from a university recognized in Kenya.

Duties and Responsibilities

This is an entry and training grade for this cadre. An officer at this level will work under the guidance of a senior officer. Duties and responsibilities will include:-

• Analyzing macroeconomic, revenue, exchequer, and expenditure data for development and review of macroeconomic and fiscal policies;
• Evaluating applications for remission of taxes under fiscal incentive schemes;
• Updating databases for the users of the fiscal incentives schemes;
• Evaluating tax exemption requests;
• Monitoring and forecasting revenue and expenditure;
• Monitoring implementation of macroeconomic reforms;
• Preparing monthly budget outturn;
• Maintaining and updating macroeconomic and fiscal database; and
• Monitoring the Government balance sheet of the Central Bank.

For appointment to this grade, a candidate must have a Bachelor’s Degree in any of the following disciplines: – Commerce (Finance Option), Finance, Economics, or Business Management/Administration from a university recognized in Kenya.
Note: a Certified Public Accountant (CPA) K or Association of Chartered Certified Accountant (ACCA) or Chartered Financial Analyst (CFA) will be an added advantage.

Duties and Responsibilities

This is the entry and training grade for the Finance/Budget Officers cadre. An officer at this level will work under the guidance and supervision of a senior officer. Duties and responsibilities will include: –

• Compiling and formatting financial estimates
• Taking initial action on budget monitoring.
• Preparing reports and briefs on budgetary policy issues; and
• Initial processing of reallocations within the budget

For appointment to this grade,

• A candidate must have a Bachelors Degree in any   of the following disciplines: – Accounting, Finance, Commerce, Business Administration or equivalent from a university recognized in Kenya; and

OR

• ABachelors Degree from a university recognized in Kenya and Certified Internal Auditor (CIA) II/Certified Public Accountants (CPA) II or equivalent qualification from a recognized institution.

Duties and Responsibilities

This is the entry and training grade for this cadre. An officer at this level will work under the guidance and supervision of a senior officer. Duties and responsibilities will include:-

• Vouching sample transactions in audit investigation and verification;
• Participating in preparing engagement and work plans;
• Recording proceedings of entry and exit meetings;
• Collecting and analysing data and statistics; and
• Preparing audit working papers

For appointment to this grade, a candidate must have a Bachelor’s Degree in any of the following disciplines: Economics, Statistics, Economics and Mathematics, Economics and Finance, or Economics and Statistics from a university recognized in Kenya.

Duties and Responsibilities

This is an entry and training grade for this cadre. An officer at this level will work under the guidance of a senior officer. Duties and responsibilities will include:-

• Collecting, collating, and analyzing data in the relevant sectors;
• Compiling sector-specific draft reports;
• Providing support in the preparation of policy briefs and reports on the relevant sectors;
• Capturing data on budgetary requirements, and
• Uploading information in the National Integrated Monitoring and Evaluation System (NIMES)

For appointment to this grade, a candidate must have a Bachelor’s degree in any Social Science from a university recognized in Kenya.

Duties and Responsibilities

This is the entry and training position for the Cohesion Officers’ cadre. Duties and responsibilities will include:-

• Receiving and documenting proposals on national cohesion from individuals and institutions;
• Collecting and collating information on the status of national cohesion; and
• Participating in monitoring and evaluating national cohesion programmes and activities

For appointment to this grade, a candidate must have a Bachelors Degree in any of the following disciplines: Gender Studies, Gender and Development, Sociology, Business Administration (Finance/Entrepreneurship Option), Anthropology, Counselling and Psychology, Economics, Law or any other relevant Social Science from a university recognized in Kenya.

Duties and Responsibilities 

This is an entry and training grade for this cadre. An officer at this level will work under the guidance of a senior officer. Duties and responsibilities will include:-

• Collecting data on Gender mainstreaming, socio-economic Empowerment, Female Genital Mutilation, and Sexual and Gender Based-Violence programmes and projects;
• Handling logistics issues relating to the administration of training programmes on Gender mainstreaming, socio-economic empowerment, Female Genital Mutilation, and Sexual and Gender Based-Violence; and
• Counselling victims of Gender Based Violence.

For appointment to this grade, a candidate must have a Bachelor’s Degree in any of the following disciplines: – Commerce, Marketing, Supply Chain Management, Economics or Business Administration/Management from a university recognized in Kenya.

Duties and Responsibilities 

This is an entry and training grade for this cadre. An officer at this level will work under the guidance of a senior officer. Duties and responsibilities will include:-

• Preparing import/export documents for estimated cost and declaration;
• Presenting imports/export documents to freight companies for endorsement, issuance of delivery orders, and release;
• Following up on delivery orders and release.
• Following up on exemption and waiver approvals.
• Organizing for the physical verification of the cargo with the parties concerned;
• Of gates pass and issuance of waybill; and
• Processing of cargo claims and compensation.

For appointment to this grade, a candidate must have a Diploma in Clearing and Forwarding, Marketing, Supply Chain Management, Economics, or Business Administration/Management or its equivalent from a recognized institution.

Duties and Responsibilities 

This is an entry and training grade for this cadre. An officer at this level will work under the guidance of a senior officer. Duties and responsibilities will include:-

• Arranging import/export documents for the preparation of estimated cost and declaration;
• Lodging import/export documents with freight companies for endorsement, release, and collection of delivery orders;
• Establishing the physical location of the cargo, and
• Establishing the manifest number of the cargo

For appointment to this grade, a candidate must have: –

• A Bachelor’s Degree in any of the following disciplines: – Agricultural Engineering, Agricultural and Bio-Systems Engineering, Soil Water and Environmental Engineering, Environmental and Bio-Systems Engineering, Biomechanical and Processing Engineering or Soil and Water Engineering from a university recognized in Kenya; and
• Been registered by the Engineers Registration Board of Kenya (ERBK) as a Graduate Engineer.

Duties and Responsibilities

This is an entry and training grade for this cadre. An officer at this level will work under the guidance of a senior officer. Duties and responsibilities will include:-

• Collating and compiling data for irrigation planning;
• Organizing farmers’ meetings for irrigation participatory development;
• Setting up of demonstration plots;
• Identifying irrigation schemes for development.
• Implementing irrigation action plans, and
• Undertaking feasibility studies and preliminary investigations

For appointment to this grade, a candidate must have a Bachelor’s Degree in any of the following disciplines: – Agriculture, Horticulture, Agronomy, Agricultural Economics, Agribusiness, or Agricultural Resource Management from a university recognized in Kenya.

Duties and Responsibilities 

This is an entry and training grade for this cadre. An officer at this level will work under the guidance of a senior officer. Duties and responsibilities will include:-

• Collating and compiling data for irrigation planning;
• Organizing farmers’ meetings for irrigation participatory development;
• Setting up of demonstration plots; and
• Implementing irrigation action plans

For appointment to this grade, a candidate must have a Bachelor’s Degree in any of the following disciplines: – Natural Resource Management, Geography, Economics, Community Development or Environmental Science from a university recognized in Kenya.

Duties and Responsibilities 

This is an entry and training grade for this cadre. An officer at this level will work under the guidance of a senior officer. Duties and responsibilities will include:-

• Disseminating appropriate technologies and innovations;
• Undertaking community mobilization and conducting training programmes;
• Assisting in the development of community action plans;
• Creating awareness through campaigns and advocacy.
• Carrying out field survey projects, and
• Collecting, storing, and disseminating research findings

For appointment to this grade, a candidate must have a Bachelors Degree in any of the following disciplines: – Agri Economics, General Agriculture, Economics, Commerce,  Agri Business, Agricultural Engineering, Water Resource Management, Agricultural and Bio-systems Engineering, Soil Water and Environmental Engineering, Environmental and Bio-systems, Engineering, Biomechanical and Processing Engineering, or Soil and Water Engineering from a university recognized in Kenya

Duties and Responsibilities 

This is an entry and training grade for this cadre. An officer at this level will work under the guidance of a senior officer. Duties and responsibilities will include:-

• Coordinating the development, implementation, and review of legislation and regulations pertaining to irrigation;
• Coordinating development and implementing irrigation Reforms;
• Coordinating the monitoring and evaluation of Irrigation policies and programmes;
• Establishing irrigation databases and information management systems; and
• Coordinating the mobilization of resources for the implementation of irrigation programmes.

For appointment to this grade, a candidate must have a Diploma in any of the following disciplines: – Range Management, Water Resource Management, Irrigation, Agriculture, Environmental Resource Management, Agricultural Engineering, Water Engineering, Civil Engineering, Irrigation and Drainage or Community Development from a University recognized in Kenya.

Duties and Responsibilities 

This is an entry and training grade for this cadre. An officer at this level will work under the guidance of a senior officer. Duties and responsibilities will include:-

• Establishing and maintaining a register of all irrigation licences and licensed irrigation schemes;
• Establishing and maintaining database and information on standard; quality assurance and licenses;
• Implementing and reviewing National Irrigation policies, strategies, standards, guidelines, procedures and framework on standards, quality assurance and licensing;
• Initiating, developing and implementing irrigation reforms relating to standards, quality assurance and licensing;
• Developing compliance and inspecting tools and framework;
• Forming partnership and collaborations in support of division’s activities; and
• Undertaking monitoring and evaluation and ensuring compliances with standards.

For appointment to this grade,

A candidate must have a Diploma in any of the following disciplines: – Range Management, Water Resource Management, Irrigation, Forestry, Agriculture, Environmental Resource Management, Earth Science, Agricultural Engineering, Chemical Engineering, Water Engineering, Civil Engineering or Community Development from a University recognized in Kenya.

Duties and Responsibilities 

This is an entry and training grade for this cadre. An officer at this level will work under the guidance of a senior officer. Duties and responsibilities will include:-

• Identifying community needs;
• Collecting data and information on degraded land;
• Identifying community resources, their source, management, and utilization; and
• Assisting communities in preparing and implementing work plans

For appointment to this grade 

A candidate must have a Bachelor’s Degree in any of the following disciplines: Law (with a Post Graduate Diploma in Law and admission as an advocate on the High Court of Kenya), Land Economics, Land Survey, or equivalent qualification from a university recognized in Kenya.

Duties and Responsibilities

This is the entry and training grade for this cadre. An officer at this level will work under the guidance and supervision of a senior officer. Duties and responsibilities will include: –

• Receiving and recording applications for land registration;
• Processing of land title searches;
• Verifying land registration documents;
• Capturing data for land registration purposes;
• Verifying scanned titles and other related documents;
• Processing applications for Land Control Board consents; and
• Collecting information on public complaints on land registration matters

For appointment to this grade, 

A candidate must have a Bachelor’s degree in any of the following disciplines: – Technology in Printing, Philosophy in Technology Printing, Graphic Design, Print Media, or equivalent qualification from a university recognized in Kenya.

Duties and Responsibilities

This is the entry and training grade for this cadre. An officer at his level will work under the guidance and supervision of a senior officer. Duties and responsibilities will include:-

• Enlarging and reducing of images, maps, plans, and charts;
• Preparing processing solutions;
• Capturing images;
• Processing films;
• Planning and designing manuscripts and layouts;
• Generating text;
• Preparing machines for press printing; and
• Sorting out outputs

For appointment to this grade, 

A candidate must have a Bachelor’s degree in any of the following disciplines:- Geomatics Engineering and Geospatial Information Systems, Hydrographic Survey or equivalent qualification from a university recognized in Kenya.

Duties and Responsibilities

This is the entry and training grade for this cadre. An officer at his level will work under the guidance and supervision of a senior officer. Duties and responsibilities will include:-

• Carrying out single-beam echo sounding and sextant measurements;
• Computing data for secondary ports approaches;
• Conducting horizontal control surveys;
• Undertaking coastal lining surveys, tidal zoning, tidal readings, and
• Measuring water temperature and salinity

For appointment to this grade, 

A candidate must have a Bachelor’s degree in any of the following disciplines:- Geospatial Engineering, Philosophy in Technology (Geo-information), Technology in Geo-information, or equivalent qualification from a university recognized in Kenya.

Duties and Responsibilities

This is the entry and training grade for this cadre. An officer at his level will work under the guidance and supervision of a senior officer. Duties and responsibilities will include:-

• Compiling centre-point and overlap diagrams;
• Carrying out medium and high-density topographical stereo-feature extraction;
• Digitizing adjudication and the general boundary;
• Preparing a photo mosaic and digital elevation base data; and
• Processing ortho-photographs

For appointment to this grade,

A candidate must have a Bachelor’s degree in any of the following disciplines:- Geography, Agriculture and Human Ecology Extension, Agriculture and Home Economics, Sociology, or Community Development from a university recognized in Kenya.

Duties and Responsibilities

This will be the entry and training grade in the Land Adjudication and Settlement Officers’ cadre. Duties and responsibilities will include:-

• Checking demarcated parcel boundaries;
• Preparing adjudication records, maintaining land adjudication  and settlement records, demarcation books, case proceedings, and Preliminary Index Diagrams;
• Collecting baseline data for the planning of settlement schemes;
• Preparing periodic reports in respect to the activities of a given land adjudication section or settlement scheme; and
• Sensitizing communities on land adjudication and settlement matters

For appointment to this grade, a candidate must have: –

• A Diploma in any of the following fields: Land Administration, Real Estate Agency or equivalent qualification from a recognized institution.

Duties and Responsibilities

This will be the entry and training grade for this cadre. An officer at this level will work under the guidance and supervision of a senior officer. Duties and responsibilities will include: –

• Updating the list of land rent defaulters;
• Responding to simple enquiries on land issues;
• Opening land correspondence files;
• Receiving and filing of correspondence on land administration matters;
• Retrieving and conveying the land correspondence file for action;
• Collecting and compiling data on land ownership details; and
• Capturing data on land transactions.

For appointment to this grade, a candidate must have: – a Diploma in any of the following areas;- Urban and Regional Planning, Regional Planning, Urban Planning, Building, Civil Engineering, Cartography, Geo-informatics or Geographical Information Systems (GIS) from a recognized Institution.

Duties and Responsibilities

This will be the entry and training grade for this cadre. An Officer at this level will work under the guidance of a senior officer. Duties and responsibilities will include: –

• Carrying out drawing tasks;
• Collecting and analyzing geographical data for preparing plans;
• Digitizing Physical Development Plans;
• Drawing physical development plans of small centers from sketches.
• Updating plans, and
• Conducting site inspection

For appointment to this grade, a candidate must have a Diploma in any of the following disciplines: -Library and Information Science, Library and Information Studies, or Library, Archives and Records Management from a recognized University in Kenya.

Duties and Responsibilities

This will be the entry and training grade for this cadre. An officer at this level will work under the guidance of a senior officer. Duties and responsibilities will include: –

• Accessioning, stamping, and labeling of the acquired information resources;
• Shelving and shelf arrangement;
• Charging and discharging library resources, pasting due date labels;
• Preparing file pockets and press cuttings;
• Spine marking;
• Fixing book jackets;
• Listing of materials for binding; and
• Filing catalogue cards

For appointment to this grade, a candidate must have a Diploma in Printing, Map Reproduction or equivalent qualification from an institution recognized in Kenya.

Duties and Responsibilities

This is the entry and training grade for this cadre. An officer at his level will work under the guidance and supervision of a senior officer. Duties and responsibilities will include:-

• Enlarging and reducing imageries, maps, plans, and charts;
• Preparing processing solution;
• Capturing images;
• Processing films;
• Preparing machines for press printing; and
• Sorting out outputs

For appointment to this grade, a candidate must have a Diploma in Hydrographic Surveying, Land Surveying, or equivalent qualification from an institution recognized in Kenya.

Duties and Responsibilities
This is the entry and training grade for this cadre. An officer at his level will work under the guidance and supervision of a senior officer. Duties and responsibilities will include:-

• Carrying out single-beam echo sounding and sextant measurements; and

For appointment to this grade, a candidate must have a Diploma in Photogrammetry and Remote Sensing or equivalent qualification from an institution recognized in Kenya.

Duties and Responsibilities
This is the entry and training grade for this cadre. An officer at his level will work under the guidance and supervision of a senior officer. Duties and responsibilities will include:-

• Compiling centre-point and overlap diagrams; and
• Carrying out low-density topographical stereo-feature extraction.

For appointment to this grade, a candidate must have a Diploma in Cartography or equivalent qualification from an institution recognized in Kenya.

Duties and Responsibilities

This is the entry and training grade for this cadre. An officer at his level will work under the guidance and supervision of a senior officer. Duties and responsibilities will include:-

• Drawing survey and deed plans, small area boundary schedules, and small area preliminary index diagrams;
• Digitizing maps and charts;
• Scanning maps, and
• Capturing data on geographical names in both soft cop and manual cards

For appointment to this grade, a candidate must have a Diploma in Archives and Records Management or equivalent qualification from an institution recognized in Kenya

Duties and Responsibilities

• This is the entry and training grade for this cadre. An officer at his level will work under the guidance and supervision of a senior officer. Duties and responsibilities will include receiving, registering, and indexing geospatial data from public and private producers.
