Chief Officer Economic Planning

Reporting to the respective County Executive Committee Member, the Officer will be the Accounting and Authorized Officer for the Department and will also be responsible for the following;

  • Day-to-day administration and coordination of the respective county department as provided under section 46;

  • Implementing policies and programs within the department;

Deputy Director, Revenue

Reports to the Director of Revenue,

Duties and responsibilities

  • Collecting and receiving all revenue payable to the County;
  • Accounting for all revenue collected;
  • Ensuring the enforcement of revenue collection;
  • Ensuring realization of county revenue targets;
  • Ensuring safe custody and proper management of all revenue accountable documents;
  • Advising on all matters relating to the administration and enforcement of the collection of County revenue;
  • Preparing accounts in respect of the revenue collected, received, and recovered in a financial year;
  • Maintaining records for all waivers granted as per requirement by the Public Finance Act;
  • Developing strategies that ensure revenue enhancement;
  • Putting in place internal controls that ensure the elimination of revenue leakages;
  • Preparing statutory reports as per the required law;
  • Supervising, training and developing of Revenue staff;
  • Carrying out such other roles as may be assigned by the Director of Revenue.

Director ICT

Reports to the Chief Officer, Finance and Accounting

Duties and Responsibilities

  • Ensuring implementation of ICT projects;
  • Adhering to standards and procedures for ICT systems development projects;
  • Providing guidelines and advise to ICT project managers and Supervisors;
  • Conducting periodic reviews of project systems and procedures and recommending improvements;
  • Initiating policy review and updating of existing regulations on computing management including drawing of computer specifications for equipment and services; and
  • Ensuring Adherence to enforcement of all regulations, procedures, and practices on computing management in all County Government departments and offices.
  • Providing assistance in the development of ICT strategic plans

Director Disaster Management 

Reports to the Chief Officer, Department of Gender, Youth, Sports and Social Services. The officer will be responsible for the following:

Duties and responsibilities

  • Planning responses to emergencies and disasters to minimize risk to people and property;
  • Coordinating Disaster Risk Management programs, emergencies, policies, and strategies in the County.
  • Planning and directing disaster responses or crisis management activities;
  • Providing disaster preparedness training and emergency plans and procedures for natural disasters, fires, droughts, wartime, etc.;
  • Organizing emergency response training programs for staff, volunteers, and first responders;
  • Reviewing emergency plans of individual departments such as medical facilities to ensure their adequacy;
  • Liaising with the national government agencies and civil society organizations for technical assistance;
  • Acting as a focal point in the best practices for replication and uptake by strategic partners and stakeholders.
  • Collaborating and networking with like-minded partners to build a culture of risk reduction and effective emergency response plans.
  • Identifying capacity-building needs in the areas of peace and reconciliation;
  • Coordinating with relevant national government ministries, other counties, civil society, the private sector, local communities, and international development partners to enhance intervention;
  • Supervising staff and overseeing the smooth running of the department
  • Establishing a unique County Emergency Operations Center (CEOC) for effective management and coordination of humanitarian emergencies
  • Monitoring and Evaluating risk reduction programs
  • Reviewing, designing, and implementing targeted policies and programs to strengthen local platforms for trauma healing and reconciliation and conduct Monitoring and Evaluation;
  • Preparing and submitting monthly, quarterly, and annual reports to the Chief officer and County Administration
  • Performing any other duty as may be assigned from time to time by the supervisor.
