Procurement Manager

Job Purpose

Reporting to the Chief Executive Officer, the Procurement Manager will be responsible for managing the Procurement function and coordinating the overall procurement of goods, works and services in the Bank. The position holder will be at the forefront regarding the implementation and development of procurement strategies. He/She will be responsible for ensuring that the Bank business operations continue uninterrupted by providing efficient, quality and cost effective management of procurement services in a timely manner.

Key Responsibilities

  •  Develop annual procurement plans for the Bank and advise the Bank on matters related to procurement.
  •  Provide professional advice on procurement matters to the Chief Executive Officer.
  •  Work closely with other heads of departments to identify the most economic and reliable sources of goods and services.
  •  Prepare and submit various regulatory reports.
  •  Accountable for inventory management.
  •  Administer existing contracts, monitor contract escalations and pricing mechanisms.
  •  Monitor and manage supplier performance.
  •  Monitor activities against department objectives and submit performance reports to Management.
  •  Identify procurement process improvements and facilitate implementation.
  •  Develop the department’s human resources by enhancing professional development, performance management, training and development.

Qualifications and Competencies

  •  Be a holder of Bachelor’s degree in Procurement or Purchasing & Supply Management from a recognized university.
  •  Should possess professional qualifications in Purchasing and Supply Management from the Chartered Institute of Purchasing & Supply Management.
  •  Must be a registered member of the Kenya Institute of Supplies Management.
  •  Must have a minimum of seven (7) years’ relevant experience at managerial level.
  •  Experience with an automated procurement system will be an added advantage.
  •  Must possess excellent report writing and presentation skills.
  •  Should be a team player with good analytical, organizational and interpersonal skills.
  •  Should demonstrate high ability and creativity in cost management strategies.
  •  Should be dynamic, self-motivated and results oriented.

IT Business Systems Manager

Job Purpose

Reporting to the Head of ICT, the IT Business Systems Manager will be responsible for managing, planning, directing, coordinating, monitoring, and supervising business and program processes and operation systems to ensure the efficiency of business and related systems. He/she will also ensure that operational, procedural and regulatory requirements are met.

Key Responsibilities

  •  Deliver IT solutions that provide competitive advantage to support the growth of the business in a way that satisfies our clients’ needs.
  •  Pro-actively contribute to the continuous improvement of technology/business processes through identifying opportunities for improvement and implementing changes.
  •  Oversee the system integration into the core banking system and day to day operational running of integrated channels.
  •  Take responsibility for the Bank’s core banking systems, including administration, maintenance and development and other banking applications required in business operations
  •  Prepare, deploy and maintain various Intellect environments.
  •  Analyze CBS problems and implement innovative fixes, monitoring, tuning and performance optimization.
  •  Conduct market research to outline new system solutions that will improve current and future business capability.
  •  Participate in the formulation and development of the Bank IT strategy.
  •  Work with heads of departments and the Head of Risk and Compliance to implement relevant regulatory and legislative changes in a timely fashion.
  •  Undertake workflow/application development.
  •  Plan and oversee the release of upgrades and enhancements to systems.
  •  Working closely with developers, provide supervision and support as required, including agreeing their objectives and carrying our performance reviews, and ensuring deadlines and service standards are achieved and maintained.
  •  Develop, monitor and manage SLA’s.
  •  Maintain and develop relationships with external partners.
  •  Develop excellent working relationships with all departments within the bank.
  •  Undertake such other reasonable duties as the Head of IT may require in accordance with the jobholder’s position and status.

Qualifications and Competencies

  •  Be a holder of Bachelor’s degree in Information Technology or Computer Science from a recognized university.
  •  Must have at least seven years’ relevant working experience, five of which should be in Core banking applications.
  •  Must possess professional certification in Programming.
  •  Should have expertise in enterprise server operating systems and applications such as, Linux, Redhat, Oracle, DB2, MSSQL, Web Services, Java, Python, JBASIC.
  •  Should have experience in Java development, Intellect/JBASE development and in integration and middleware systems.
  •  Should be a team player with excellent communication, decision making and analytical skills and have attention to detail.

Operational Risk Officer

Job Purpose

Reporting to the Head of Risk & Compliance, the Operational Risk Officer will be responsible for implementation of the operational risk management frameworks within the standards defined by the Bank.

Key Responsibilities

  •  Review and provide recommendation on the Operational Risk Management policies, procedures, standards, systems and guidelines
  •  Contact person for policies, procedures, standards and guidelines
  •  Providing training to ensure compliance with the set operational risk management framework, methodologies and assist in institutionalization of operational risk monitoring tools i.e. Incident Management, Risk Control Self-Assessment (RCSA), Key Risk Indicators, Snap checks, Exception Tracking reports
  •  Participate in improving risk management readiness and create an organizational culture that places high priority on effective risk management and adherence to sound operating controls at all levels through communication, training programs and risk based performance measurements
  •  Facilitate and review the implementation of the Incident Management process
  •  Responsible for Business Continuity testing and remedial activities bank wide/Act as business continuity co-ordinator for the CMT
  •  Prepare periodic reports to regularly update operational risk exposures and loss experience to Business Units and senior management
  •  Follow up to implement approved changes to rationalize procedures and improve internal control standards
  •  Record all Operational risk incidences and systematically track relevant operational risks by business line across the Bank and build up an operational loss database. Each operational risk must be mapped against the event types as stipulated under Basel II
  •  Develop plans to proactively address any potential operational risk weaknesses and to fix any operational weaknesses identified by the various operational risk tools
  •  Prepare reports that may be required by the regulators and auditors (internal and external), covering operational risk.
  •  Carry out risk assessments on new systems, products and bank processes

Qualifications and Competencies

  •  Possess a bachelor’s degree in any business related field from a recognized university.
  •  Must possess professional certifications in either CPA, CFE, ACAMS, or any relevant operational risk management certification.
  •  Must have a minimum of three years’ relevant working experience in the banking industry.
  •  Must demonstrate extensive knowledge of operational risk drivers.

IT Risk Officer

Job Purpose

Reporting to the Head of Risk & Compliance, the IT Risk Officer will be responsible for providing continuous independent risk management oversight on the Bank’s Technology investments and Information Security framework with regard to confidentiality, integrity, and availability of the IT infrastructure, processing systems, and related resources in line with the Bank’s Information Security and Risk Management policy.

Key Responsibilities

  •  Assessing the risks and exposures related to cyber security and determining whether they are aligned to the institution’s risk appetite.
  •  Monitoring current and emerging risks and changes to laws and regulations.
  •  Collaborating with system administrators and others charged with safeguarding the information assets of the institution to ensure appropriate control design.
  •  Maintaining comprehensive cyber risk registers.
  •  Ensuring implementation of the cyber and information risk management strategy.
  •  Safeguarding the confidentiality, integrity and availability of information.
  •  Ensuring that a comprehensive inventory of IT assets is established and maintained.
  •  Quantifying the potential impact by assessing the residual cyber risk and considering risks that need to be addressed through insurance as a way of transferring cyber risk.
  •  Reporting all enterprise risks consistently and comprehensively to the Board to enable the comparison of all risks equally in ensuring that they are prioritized correctly.
  •  Conduct red team exercises (accurate simulation of cyber-crime attacks).
  •  Ethical hacking

Qualifications and Competencies

  •  Possession of a bachelor’s degree in a Computer Science, Information Technology or related field from a recognized university.
  •  Possession of professional qualifications such as CISM, CISA, Security+, CASP, CCNA security or CISSP
  •  Membership to a relevant professional body.
  •  Should have a minimum of five years’ relevant working experience, with two years’ experience in IT Risk or Information Security.
  •  Should have experience and knowledge of best practice IT controls and thorough understanding of regulatory requirements.
  •  Should have experience in ethical hacking, control design, operation and effectiveness testing.
  •  Should have thorough understanding of security practices, the design of secure systems and the operation of security processes and technology.

Business Development Officers

Job Purpose

Reporting to the Branch Manager, the Business Development Officers will be responsible for delivering business performance through marketing of the Bank products while ensuring optimum productivity, quality loan book, operational efficiency and relations management.

Key Responsibilities

  •  Support the credit function of the Branch by ensuring growth of a high quality loan book as per set targets.
  •  Develop good customer loan facility proposals that comply with the Bank’s credit administration standards and policy.
  •  Market new liability accounts in line with the given targets – Deposit mobilization.
  •  Identify and understand specific client needs and deliver on time in line with the Bank’s policies and procedures.
  •  Keep abreast with new developments in customer preference and advice management on relevant changes.
  •  Manage customer relations under personal portfolio and ensure that lasting relations are established with all clients.
  •  Ensure turnaround time as per the Service Level Agreements when providing service to customers.
  •  In liaison with credit administration unit, ensure timely renewal of insurance policies for assets charged as security and timely updates of valuation reports for properties held as security for loans extended by the Bank under personal portfolio.
  •  Effective monitoring of loan repayments, mitigating risks related to default and periodically reviewing the loan portfolio to manage likely problem areas.
  •  Ensure regulatory compliance and implementation of effective anti-money laundering procedures and controls.
  •  Ensure timely submission of management reports.

Qualifications and Competencies

  •  Possess a bachelor’s degree in a business related field.
  •  Possession of professional banking qualifications such as AKIB, ACIB or CPA will be an added advantage.
  •  Must have a minimum of three years’ relevant working experience in the banking industry.
  •  Should possess strong credit risk management skills.
  •  Should have strong customer service orientation and commercial awareness.
  •  Should have excellent interpersonal, and negotiation skills with the ability to network, generate new business and develop strong business relations.
  •  Should have good knowledge of the Central Bank of Kenya Prudential guidelines and also the Bank’s KYC policy
